What happens next — and when
The Regulation 19 consultation closed on 25 September. Since then the Secretary of State has intervened in Three Rivers’ plan under sections 21 and 27 of the Planning and Compulsory Purchase Act 2004, and directed the council to submit it for examination no later than 30 November 2026 — after concluding the plan was “highly likely to be found unsound at examination” because it does not allocate all the available housing sites. The plan currently in force was adopted in October 2011 — one of the oldest in the country — with policies ministers describe as “likely to be significantly out of date”.
After submission the Inspector sets the issues and holds public hearings, expected in spring 2027. The direction requires the council to see the plan through that examination, publish the Inspector’s report, and consider adopting it with the Inspector’s main modifications. Everyone who made a Regulation 19 representation can take part.

Why we wrote it
The development behind Abbots Road is not a single application. The draft Three Rivers Local Plan would allocate 1,300 homes on green belt immediately north of the fields — 900 at H9, “The Kings Langley Estate”, and a further 400 at H37, west of it. Next door, a 96 MW data centre has already been approved on green belt at Bedmond Road.
These are not abstract numbers. They land together on one small town already short of water, with roads that carry more than they were built for, schools that are full and a hospital that isn’t coming before 2038. The report sets out, in plain English, what the record actually says — and points every material claim back to a primary source.
How the consultation was run
The Regulation 19 consultation on the Local Plan ran from 31 July to 25 September 2026. It has now closed, and the plan goes to a government Inspector. We checked how the consultation itself was run — fairly, reporting what the council did well as well as what it did not.

Grey belt, green belt

“Grey belt,” they call it. Funny name for a green field. It’s where the town planners get out their architects’ pencils and paint everything in differing drab shades of grey to match their offices. Come and stand where I am though — same field, different colours — and even when it’s grey, it’s still full of colour. A thousand years I’ve stood here — nobody’s asked me about the colour scheme.
